How to use this book

  1. Find your situation, not your department. Start at the play index — every play is named for its trigger.
  2. Read it in ten seconds. Trigger → personnel → steps → gates → audible. If a card needs explaining, flag it, don't memorize it.
  3. One name per play. The number, name and gate codes here match DEPT_CHARTERS.md, 90day_kpi_tracker.csv and the ops console exactly.
  4. Formations change the package, not the play. Z · ZERO-CAPITAL runs everything free; F · FUNDED unlocks paid levers only when GMV funds them.
  5. Film is proof. Every play links its primary sources. Reconfirm figures before reliance.

  1. Pull the company licence class + QI (Master) and each tech's individual card in DPOR LicenseLookup. Municipalities issue permits, not trade licences.
  2. Match the trade to its credential: Plumbing — Journeyman does the work, Master supervises (Residential Plumber licence exists since Apr 1, 2025). Water-heater replacement = plumbing work, never exempt at any dollar (18VAC50-30-10 §12). Electrical — Master/Journeyman ELE. HVAC — HVA contractor + Master HVAC tradesman (REF for refrigeration-only). Gas — GFC; LP gas fitter per §54.1-1128.
  3. Appliance repair & handyman: no VA state licence for jobs ≤$1,000 (Class C floor, §54.1-1103). Jobs >$1,000 need Class C+. Never split jobs — misdemeanor + $500/day.
  4. Any lapse or flag on any check → the tech is never dispatched. Re-verify automatically at dispatch (auto-check or nightly batch).

  1. Run the free screens: NSOPW + VA State Police registry (hard screen #1), OFAC (hard screen #2), VA Courts OCIS 2.0 in the pro's home counties, DPOR disciplinary history. Target 250 screens in flight.
  2. Collect pro self-disclosure + consent. If a pro wants denser screening, they pay for their own Checkr/GoodHire report (~$55) — Fixxo never fronts it.
  3. Funded mode: Checkr Essentials batch (SSN trace + 7-yr county criminal + national DB + federal + MVR + sex-offender + OFAC), 2–5 day turnaround. Both hard screens stay on top of the vendor result regardless.
  4. Any hit on a hard screen → never activate, regardless of source.

  3. Know the backstop: licensed pros pay into the VA Contractor Transaction Recovery Fund — consumers recover up to $30K/claim on judgments (§54.1-1118/1120/1123).
  4. Platform GL/E&O/cyber: deferred in Zero-Capital (carried by escrow + reserve + cure-offer + Recovery Fund), bought W1 in Funded.

  4. Before the first responsive pleading, issue the VCPA cure offer: ≥10% of loss (min $500, max $4,000) — this caps exposure (actual damages or $500, trebled if willful, + fees under §59.1-200; subdiv 16 = disclose all fees upfront).

  1. Every job gets a signed written contract per 18VAC50-22-260(B)(8)-(9): dates, price type, fee schedule, materials, cancellation rights, DPOR protection statement, Recovery Fund notice, licence #/class/classifications, change-order rule.
  2. In-person sale → HSSA 3-business-day right to cancel with notice form (§59.1-21.3). Failure keeps cancellation open indefinitely. Emergency = signed waiver flow.
  3. Reviews: transaction-linked verified reviews only — no fake/AI reviews, no suppression, no incentive-conditioned sentiment (FTC 16 CFR 465; vicarious liability for vendors).
  4. Data & SMS: VCDPA opt-out + 45-day response; precise geolocation = affirmative opt-in; no sale of geolocation (ban Jul 1, 2026). TCPA: prior express written consent per brand, records ≥4 yrs, honour STOP ($500–1,500/message).
  5. Refunds: no VA statute constrains service refunds outside home-solicitation — Fixxo SLA is refund/credit in 5–10 business days.

  4. Emergency (gas/fire/flood): app button routes to 911 + gas-shutoff instructions; ops lead notified; job escalates to senior tech. Home-profile data needs VCDPA affirmative opt-in; leak sensor on membership = early-stop claims.
