Verify the pro
No licence, no dispatch. Verification is a gate, not a form.
- Pull the company licence class + QI (Master) and each tech's individual card in DPOR LicenseLookup. Municipalities issue permits, not trade licences.
- Match the trade to its credential: Plumbing — Journeyman does the work, Master supervises (Residential Plumber licence exists since Apr 1, 2025). Water-heater replacement = plumbing work, never exempt at any dollar (18VAC50-30-10 §12). Electrical — Master/Journeyman ELE. HVAC — HVA contractor + Master HVAC tradesman (REF for refrigeration-only). Gas — GFC; LP gas fitter per §54.1-1128.
- Appliance repair & handyman: no VA state licence for jobs ≤$1,000 (Class C floor, §54.1-1103). Jobs >$1,000 need Class C+. Never split jobs — misdemeanor + $500/day.
- Any lapse or flag on any check → the tech is never dispatched. Re-verify automatically at dispatch (auto-check or nightly batch).
Run the background screen
Free screens now; paid depth later — the hard screens never move.
- Run the free screens: NSOPW + VA State Police registry (hard screen #1), OFAC (hard screen #2), VA Courts OCIS 2.0 in the pro's home counties, DPOR disciplinary history. Target 250 screens in flight.
- Collect pro self-disclosure + consent. If a pro wants denser screening, they pay for their own Checkr/GoodHire report (~$55) — Fixxo never fronts it.
- Funded mode: Checkr Essentials batch (SSN trace + 7-yr county criminal + national DB + federal + MVR + sex-offender + OFAC), 2–5 day turnaround. Both hard screens stay on top of the vendor result regardless.
- Any hit on a hard screen → never activate, regardless of source.
Insure the job
Read the COI like an adjuster. A lapsed certificate suspends the pro the same day.
- Require on the ACORD 25: GL $1M/$2M + completed-ops CG 20 37 + additional-insured CG 20 10 + waiver of subrogation + auto $1M CSL. Read it manually at pilot scale; TrustLayer automation once GMV funds it.
- Police the VA workers'-comp line: WC required when an employer regularly employs 3+ (statutory-employer aggregation, §65.2-302). Sole props exempt. Penalties reach $50K + $250/day.
- Know the backstop: licensed pros pay into the VA Contractor Transaction Recovery Fund — consumers recover up to $30K/claim on judgments (§54.1-1118/1120/1123).
- Platform GL/E&O/cyber: deferred in Zero-Capital (carried by escrow + reserve + cure-offer + Recovery Fund), bought W1 in Funded.
Settle a dispute
Resolve in-platform before anything reaches DPOR or a courtroom.
- Tier 0 (automated): status pings, self-serve reschedule, photo/QC checklist, auto-refund on pre-dispatch no-show.
- Tier 1 (ops reps — 2 by week 2, 1:600 jobs/wk): booking issues, reschedules, small claims ≤$300 auto-resolve + cure-offer template.
- Tier 2 (disputes/claims): guarantee claims, QC failures, VCPA-sensitive items — logged to
disputes. - Before the first responsive pleading, issue the VCPA cure offer: ≥10% of loss (min $500, max $4,000) — this caps exposure (actual damages or $500, trebled if willful, + fees under §59.1-200; subdiv 16 = disclose all fees upfront).
Write the contract
No signed contract, no job. The paper is the product's legal rails.
- Every job gets a signed written contract per 18VAC50-22-260(B)(8)-(9): dates, price type, fee schedule, materials, cancellation rights, DPOR protection statement, Recovery Fund notice, licence #/class/classifications, change-order rule.
- In-person sale → HSSA 3-business-day right to cancel with notice form (§59.1-21.3). Failure keeps cancellation open indefinitely. Emergency = signed waiver flow.
- Reviews: transaction-linked verified reviews only — no fake/AI reviews, no suppression, no incentive-conditioned sentiment (FTC 16 CFR 465; vicarious liability for vendors).
- Data & SMS: VCDPA opt-out + 45-day response; precise geolocation = affirmative opt-in; no sale of geolocation (ban Jul 1, 2026). TCPA: prior express written consent per brand, records ≥4 yrs, honour STOP ($500–1,500/message).
- Refunds: no VA statute constrains service refunds outside home-solicitation — Fixxo SLA is refund/credit in 5–10 business days.
Survive an outage
99.9% availability; intake never fully down — the phone is the fallback, not an afterthought.
- DETECT — alert on intake error-rate >1% or job-dump >60s. RESPOND — on-call engineer + ops lead.
- COMMUNICATE — status page + SMS to active jobs. ROLLBACK — feature-flag off / restore snapshot (per-category flags = per-category blast radius).
- Degraded mode: intake phone line + operator console books jobs, logs to R2/queue, replays on recovery; dispatch continues human-in-the-loop.
- POSTMORTEM — root cause + gate re-check. Maintenance only midweek 1–3am, never pilot week without flag-off fallback. Stack: Workers/Pages, D1 + KV + Queues + R2, Turnstile; free-tier logs (Funded: RDS Multi-AZ, SQS/S3, Redis, Sentry + Datadog/Grafana).
Run a safe job
Zero safety incidents per thousand jobs. The checklist is the job.
- Pro shows ID + badge matching the verification photo; run the pre-visit safety checklist (gas/water/electrical flags); take before/after photos on every job; never leave water/gas/electric hazardous.
- Gas work → shutoff + leak check. Water-heater/slab-leak → moisture/flood containment (VIP wedge ticket $2,800–9,500). Electrical → licensed ELE tech only.
- Flag vulnerable owners (single-occupant/elderly/children-in-home) → background-secure vetted techs; no unsupervised access to minors; sex-offender screen is a hard gate.
- Emergency (gas/fire/flood): app button routes to 911 + gas-shutoff instructions; ops lead notified; job escalates to senior tech. Home-profile data needs VCDPA affirmative opt-in; leak sensor on membership = early-stop claims.
Move the money
Sub-1% loss. Every loss capped by escrow + reserve + cure-offer. "No loss at all" is not a claim we make.
- Customer pre-authorizes at booking → funds sit in Stripe PaymentIntent (held). Job performed + QC passed → capture → held payout until the dispute window (~72h) → release.
- Sweep 5% of GMV to reserve weekly; never pay a claim against an unseeded reserve.
- Run the fraud rails: velocity/limits on new accounts, card-testing detection, KYC + bank-account ownership (OFAC hard screen), collusion detection, refund-laundering guard, no cash, max job value per non-vetted account.
- Defend chargebacks with an auto-attached evidence package (booking, signed SOW, QC photos, completion proof). Take-rate 15–18%, min $25/job; membership attach week 3.
Fill the day
Intake is capped by supply, not demand. Over-booking + undermanaged quality is how marketplaces die.
- Partner channels first — PMs + landlords vending routine maintenance (batchable weekday fills).
- Nextdoor (Richmond/Carytown/Manchester/Fan) + Facebook groups organic, consent-compliant.
- Flyer drops in the 5 zips. Referral loop — $25 credit both sides, revenue-funded only. Realtor/PM closing-gift vouchers.
- Keep the per-zip CAC ledger honest and weekly. Paid demand is FORBIDDEN until the W6 gate — LSA only after availability + CPC test (Richmond availability unverified), Meta geo-targeted, blended CAC <$45.
Run the sprint
1,000 completed jobs in 7 days across 5 zips, quality held. ≈143/day.
- Capacity math (revalidate W−2): 120–200 ACTIVE pros × 2.3 jobs/pro/active day ≈ 1,000–1,150/week. 15% over-booking band + 5 fallback pros/cluster. Never beyond the quality buffer.
- Day ramp (intake caps): Day 1: 80 → 2: 110 → 3: 130 (dispatch automation >80% must be live or hold) → 4: 145 → 5: 160 → 6: 175 (membership attach starts W3) → 7: 200 = 1,000 cumulative.
- Daily rhythm: 07:00 standup (fix%, on-time, disputes, payout timing + today's cap by zip) · 12:00 dispatch health (AI-routed ≥80%, zero stranded >2h) · 18:00 capacity re-check · Friday weekly S7 scoreboard.
- Escape hatches (same-day): fix <85% → freeze trade/zip · disputes ≥3/100 → suspend trade · no-shows >8% → tighten reminders · pro score <4.2 → deactivate · financial gate breach → hold intake.
Recruit supply
120 verified pros before day one. Supply is the hard asset; everything else is commentary.
- W−3: Register VA foreign LLC (SCC, $100 — the only unavoidable cash) + DIY agent + Richmond BPOL. Start DPOR LicenseLookup verification flow (PLB/RES, ELE, HVA + QI mapping) + COI requests.
- W−2: Run free screens (NSOPW/OFAC/courts/DPOR) + skills video + references. Funded: Checkr/GoodHire batch (~$55/pro) lands in 2–5 days.
- W−1: 120–200 ACTIVE; per-zip supply map; 5 fallback pros/cluster. Recruit 5–8 property-management partners + 10 realtors on free partnership terms. Launch flyer + Nextdoor + FB organic across the 5 zips.
- Call the verified list — numbers captured this pass, reconfirm before dialling. BBB Richmond shows 4,170 plumber results: the pipeline is deep.
